Avrupa evrensellik iddias\u0131 ta\u015f\u0131yan kendi de\u011ferlerini tedav\u00fclden kald\u0131rmaya ba\u015flam\u0131\u015ft\u0131r. \u00d6zellikle Avrupa a\u015f\u0131r\u0131 sa\u011f\u0131 Avrupa\u2019ya \u00f6zg\u00fc de\u011ferlerin d\u00fcnyan\u0131n geri kalm\u0131\u015f toplumlar\u0131 taraf\u0131ndan hi\u00e7 bir zaman i\u00e7selle\u015ftirilmeyece\u011fini d\u00fc\u015f\u00fcnmektedir. Bu d\u00fc\u015f\u00fcnce bi\u00e7imi, \u00e7o\u011fu zaman, sa\u011f politikac\u0131lar\u0131n b\u00fct\u00fcn\u00fcne yay\u0131lmaktad\u0131r. Merkez sa\u011f politikac\u0131lar, a\u015f\u0131r\u0131 sa\u011fa set \u00e7ekmek u\u011fruna, onlar\u0131n s\u00f6ylemlerini sahiplenmektedir. Bu sahiplenme e\u011filimi, fark\u0131na var\u0131lmadan a\u015f\u0131r\u0131 sa\u011f politikalar\u0131 me\u015frula\u015ft\u0131rmaktad\u0131r. Asl\u0131nda 1980\u2019li y\u0131llarda askeri darbe yap\u0131ld\u0131\u011f\u0131nda tutuklanan milliyet\u00e7ilerin \u201cd\u00fc\u015f\u00fcncemiz iktidarda ama biz hapisteyiz\u201d demeleri gibi Avrupa\u2019da da a\u015f\u0131r\u0131 sa\u011f d\u00fc\u015f\u00fcnceler iktidarda ama a\u015f\u0131r\u0131 sa\u011f partiler a\u015fa\u011f\u0131lanmaktad\u0131r.<\/p>\n

A\u015f\u0131r\u0131 sa\u011f\u0131n b\u00fcy\u00fcmesi a\u00e7\u0131s\u0131ndan Avrupa farkl\u0131 geli\u015fme aral\u0131\u011f\u0131na sahip oldu\u011fundan takibi de kolayla\u015fmaktad\u0131r. Bu konuda en \u00f6nde giden, d\u00fcnyan\u0131n ikinci genel sava\u015f\u0131nda ma\u011fduriyetinden dolay\u0131 tekdir edilmemi\u015f olan Avusturya\u2019d\u0131r.<\/strong> En geride kalan ise ayn\u0131 sava\u015f\u0131n su\u00e7luluk y\u00fck\u00fcn\u00fc omuzlamak zorunda kalan ve yeni nesilleri demokratik terbiyeden ge\u00e7iren Almanya\u2019d\u0131r<\/strong>. \u00d6zellikle Fransa ve Hollanda\u2019da a\u015f\u0131r\u0131 sa\u011f olarak ortaya \u00e7\u0131kan evrensel de\u011ferlere iman kayb\u0131, \u0130talya\u2019da ayr\u0131l\u0131k\u00e7\u0131 bir siyasal hareket, \u0130spanya ve Yunanistan\u2019da sol pop\u00fclizm ve Do\u011fu Avrupa \u00fclkelerinde ise yok olma korkusu olarak tezah\u00fcr etmektedir.<\/p>\n

En geli\u015fmemi\u015f haliyle a\u015f\u0131r\u0131 sa\u011f \u2018Alternatif f\u00fcr Deutscland (AfD)\u2019 partisinde oldu\u011fu gibi, merkez sa\u011f politikalar\u0131 etik zeminini a\u015f\u0131nd\u0131rmaya \u00e7al\u0131\u015fmaktad\u0131r. Bu nedenle a\u015f\u0131r\u0131 sa\u011f, neoliberal politikalara kar\u015f\u0131 bir nevi \u2018refah devleti \u015fovenizmini\u2019 savunmaktad\u0131r. Avrupa\u2019da \u00f6zellikle 2008 finansal krizi sonras\u0131 artan i\u015fsizlik, emeklilik ve g\u00f6reli fakirli\u011fe kar\u015f\u0131 refah devleti savunusu toplumsal kar\u015f\u0131l\u0131\u011f\u0131n\u0131 bulmaktad\u0131r. Fakat bu e\u011filim, a\u015f\u0131r\u0131 sa\u011f partilere deste\u011fin alt toplumsal s\u0131n\u0131flardan geldi\u011fini g\u00f6stermemektedir. Yap\u0131lan sorgulamalar\u0131n g\u00f6sterdi\u011fi sonu\u00e7lar a\u015f\u0131r\u0131 sa\u011f se\u00e7men profilinin asl\u0131nda Avrupa\u2019ya \u00f6zg\u00fc de\u011ferlerin ta\u015f\u0131y\u0131c\u0131s\u0131 olan orta s\u0131n\u0131f\u0131 i\u015faret etti\u011fidir. Evrensel de\u011ferlerin ta\u015f\u0131y\u0131c\u0131s\u0131 ve didaktik olarak \u00f6\u011freticisi olan bu \u2018emekli \u00f6\u011fretmen\u2019 ideolojisi kendi ya\u015fam bi\u00e7imine dair iman\u0131n\u0131 kaybetmi\u015ftir. Bu ba\u011flamda bizim siyasal hayat\u0131m\u0131zda Cumhuriyet mitinglerinde ya da Gezi Park\u0131\u2019nda toplanan kalabal\u0131klarla benzer ideolojiye sahip bir se\u00e7men profili, Avrupa\u2019da M\u00fcsl\u00fcmanlar\u0131n evrensel de\u011ferler sistemine ve demokratik hayata uyum sa\u011flayaca\u011f\u0131ndan umudu kesmi\u015ftir. Bu nedenle bizdeki \u2018kendine M\u00fcsl\u00fcman\u2019 tabirinde g\u00fczel olarak ifade edildi\u011fi gibi Avrupa\u2019daki sa\u011f se\u00e7men profili de \u2018kendine demokrat\u2019 olan ve yaln\u0131zca kendini ayd\u0131nlanm\u0131\u015f sayan bir zihin d\u00fczlemine evrilmi\u015ftir.<\/p>\n

Kemalist-Alman ittihad\u0131<\/strong><\/p>\n

Bug\u00fcn Alman kamuoyunda olu\u015fan zihin d\u00fczlemiyle, bizdeki yeni-Kemalistlerin kolayca bulu\u015fmas\u0131n\u0131n sebebi, her ikisinin de benzer \u0130slamofobik bak\u0131\u015f bi\u00e7imine sahip olmas\u0131d\u0131r. Avrupa, kendi i\u00e7indeki M\u00fcsl\u00fcman toplumsall\u0131\u011f\u0131yla ya\u015fad\u0131\u011f\u0131 uyumsuzlu\u011fu, tarih\u00ee oryantalist bak\u0131\u015f\u0131yla beslerken, T\u00fcrkiye\u2019deki yeni Kemalistler de, Ak Parti iktidar\u0131na kar\u015f\u0131 ya\u015fad\u0131klar\u0131 yabanc\u0131la\u015fmay\u0131 Kemalizm\u2019in m\u00e2z\u00ee ve gelenek d\u00fc\u015fmanl\u0131\u011f\u0131 anlam\u0131ndaki \u00f6z-oryantalizmiyle beslemektedir. Bir ba\u015fka a\u00e7\u0131dan bak\u0131ld\u0131\u011f\u0131nda \u00f6zellikle Alevi, K\u00fcrt ve Kemalist k\u00f6kenli Alman toplumsall\u0131\u011f\u0131n entegrasyonundan kimse \u015fik\u00e2yet etmedi\u011fi gibi, di\u011ferlerine \u00f6rnek de g\u00f6sterilmektedir.<\/p>\n

Almanya\u2019n\u0131n biraz \u00f6n\u00fcndeki Hollanda politik hayat\u0131nda uzun zamand\u0131r g\u00f6zlemlenen a\u015f\u0131r\u0131 sa\u011f yap\u0131lanmalar olgunla\u015fm\u0131\u015f durumdad\u0131r. Burada kendini g\u00f6steren husus, merkez sa\u011f\u0131n a\u015f\u0131r\u0131 sa\u011f s\u00f6ylemleri sahiplenerek onun yolunu kesme giri\u015fimidir. CHP\u2019nin kendini a\u015f\u0131r\u0131 sola kar\u015f\u0131 ortan\u0131n solunda konumland\u0131rmas\u0131 gibi ekonomik olarak neo-liberal, toplumsal olarak muhafazak\u00e2r olan iktidardaki \u2018\u00d6zg\u00fcrl\u00fck ve Demokrasi i\u00e7in Halk Partisi\u2019, a\u015f\u0131r\u0131 sa\u011f \u2018\u00d6zg\u00fcrl\u00fck Partisi\u2019nin \u00f6n\u00fcn\u00fc kesmek u\u011fruna a\u015f\u0131r\u0131 sa\u011f s\u00f6ylem ve eylemlere sahip \u00e7\u0131kmaktad\u0131r. Bu anlamda pop\u00fclizmin kayna\u011f\u0131n\u0131 daraltaca\u011f\u0131n\u0131 zanneden merkez partiler asl\u0131nda a\u015f\u0131r\u0131 sa\u011f\u0131n suyollar\u0131n\u0131 ve ak\u0131\u015f\u0131n\u0131 rahatlatmaktad\u0131r. Daha \u015fimdiden M\u00fcsl\u00fcman kar\u015f\u0131t\u0131 politikalar\u0131 benimseyen \u2018Hristiyan Demokratlar\u2019 ile koalisyon yapaca\u011f\u0131 a\u015fik\u00e2r olan bir h\u00fck\u00fcmet, a\u015f\u0131r\u0131 sa\u011f politikalara bent olu\u015fturamayacakt\u0131r. Bu se\u00e7imlerde ortaya \u00e7\u0131kan ikinci \u00f6nemli olgu ise, a\u015f\u0131r\u0131 sa\u011f kar\u015f\u0131s\u0131nda yeterince g\u00fc\u00e7l\u00fc tepkiler veremeyen -hatta zaman zaman onlar\u0131n politikalar\u0131ndan etkilenen- \u2018\u0130\u015f\u00e7i Partisi\u2019 gibi sosyal demokratlar\u0131n erimesi olmu\u015ftur. Bu erime, daha ziyade a\u015f\u0131r\u0131 sa\u011f s\u00f6ylemlerden korkan se\u00e7meni, Ye\u015fil ya da Sosyalist sol arkas\u0131nda biriktirmektedir. Bu politikan\u0131n geli\u015fmi\u015f bi\u00e7imi, Avusturya Cumhurba\u015fkanl\u0131\u011f\u0131 se\u00e7iminde ya\u015fanm\u0131\u015ft\u0131r. Merkez sa\u011f ve sol adaylar\u0131n t\u00fckendi\u011fi Avusturya\u2019da ikinci tura a\u015f\u0131r\u0131 sa\u011f ve a\u015f\u0131r\u0131 sol adaylar kalm\u0131\u015ft\u0131r. Siyasal toplumsall\u0131k tamamen kutupla\u015fm\u0131\u015ft\u0131r.<\/p>\n

Fransa ise, yar\u0131 ba\u015fkanl\u0131k sisteminin nimetiyle, asl\u0131nda di\u011ferlerinden daha k\u00f6kl\u00fc ve g\u00fc\u00e7l\u00fc olan a\u015f\u0131r\u0131 sa\u011f siyasal toplumsall\u0131\u011f\u0131n\u0131 halen kontrol edebilmektedir. Zira, her ne kadar ilk turdan birinci \u00e7\u0131kaca\u011f\u0131 a\u015fik\u00e2r olsa da, \u2018Ulusal Cephe\u2019nin aday\u0131 Le Pen, ikinci turda, kar\u015f\u0131s\u0131ndaki aday taraf\u0131ndan muhtemelen ge\u00e7ilecektir. Fakat bu durum da asl\u0131nda Frans\u0131z politik toplumsall\u0131\u011f\u0131n\u0131n ne kadar gerginle\u015fti\u011finin bir g\u00f6stergesidir. Le Pen\u2019in \u00f6n\u00fcn\u00fc kesmeye \u00e7al\u0131\u015fan adaylar, onun s\u00f6ylemlerinin yayg\u0131nla\u015fmas\u0131na da hizmet etmektedir. G\u00f6r\u00fcn\u00fcrde iktidar\u0131 kaybeden Ulusal Cephe\u2019nin hayaleti, Frans\u0131z h\u00fck\u00fcmetinin eylemlerine bi\u00e7im vermektedir.<\/p>\n

Avrupa\u2019n\u0131n son hayaleti<\/strong><\/p>\n

Bir zamanlar Kant\u2019\u0131n evrensel de\u011ferlerinin Marx\u2019\u0131n hayaletiyle\/ruhuyla birle\u015ftirildi\u011fi Avrupa siyasetinin etik zorunluluklar\u0131na dair inan\u00e7 art\u0131k t\u00fckenmi\u015ftir. Bu konuda Habermas\u2019\u0131n da Derrida\u2019n\u0131n da s\u00f6yleyebilece\u011fi fazla bir \u015fey kalmam\u0131\u015ft\u0131r. Asl\u0131nda \u00f6zellikle ikinci genel sava\u015ftan sonra giri\u015filen Avrupa b\u00fct\u00fcnle\u015fmesinin ta\u015f\u0131y\u0131c\u0131 etik de\u011ferlerini, Kant\u2019\u0131n saf ak\u0131l ile ula\u015f\u0131labilece\u011fini d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fc evrensel de\u011ferler\/do\u011frular\/yasalar olu\u015fturmaktayd\u0131. Bu yasalar\u0131n yapt\u0131r\u0131m g\u00fcc\u00fcn\u00fc ise Marx\u2019\u0131n b\u00fct\u00fcn politik sistemleri zorlayan s\u0131n\u0131fsal karga\u015fa hayaleti olu\u015fturmaktayd\u0131. Yani, kitlenin\/proleteryan\u0131n talepleri kar\u015f\u0131s\u0131nda bunalan siyasi irade, Marx\u2019\u0131n hayaletini ensesinde hissetse de, onunla ba\u015f edebilmeyi de \u00f6zellikle sosyal demokratlardan \u00f6\u011frenmi\u015fti. Bu nedenle Avrupa b\u00fct\u00fcnle\u015fmesinin ta\u015f\u0131y\u0131c\u0131 entelekt\u00fcel sermayesini, daha ziyade sosyal demokratlar olu\u015fturmu\u015ftu. Bug\u00fcn ise, Avrupa Kant\u2019\u0131n de\u011ferlerine sahip \u00e7\u0131karken, onlar\u0131n evrenselli\u011fi iddias\u0131ndan vazge\u00e7mektedir. Marx\u2019\u0131n hayaleti ise, milliyet\u00e7i e\u015fik bek\u00e7ileri taraf\u0131ndan kovulmu\u015ftur.<\/strong> Avrupa siyasetinde Ha\u00e7l\u0131 hayaletleri yeniden hortlam\u0131\u015ft\u0131r. Bu hayalet tek tek Avrupa halklar\u0131n\u0131n milliyet\u00e7ili\u011fi formunda de\u011fil, b\u00fct\u00fcnsel bir Avrupa milliyet\u00e7ili\u011fi olarak Ha\u00e7l\u0131 zihniyetinin yeniden bi\u00e7imlendirilmi\u015f halidir.<\/strong> Hatta bu kez, bu t\u00fcr bir milliyet\u00e7ili\u011fin i\u00e7inde Semitik unsurlar da vard\u0131r. Yahudi-Hristiyan medeniyeti olarak tan\u0131mlanabilecek Leo Strauss\u2019un projesi, Avrupa siyaset\u00e7ilerinin ensesinde f\u0131s\u0131ldayan yeni hayaletleridir. Di\u011fer medeniyetlere her a\u00e7\u0131l\u0131mlar\u0131nda bu yeni hayalet, siyaset\u00e7ileri hizaya getirmektedir. Hatta kendi de\u011ferleriyle \u00e7at\u0131\u015fan hususlar\u0131 da kolayca kabul etmelerini sa\u011flamaktad\u0131r. M\u0131s\u0131r\u2019da Sisi\u2019nin askeri darbe y\u00f6netiminin zorlanmadan Avrupa siyaseti ve toplumu taraf\u0131ndan hazmedilmesi, bu e\u011filimin en g\u00f6ze batan halidir.<\/p>\n

Avrupal\u0131l\u0131\u011f\u0131n imk\u00e2n(s\u0131zl\u0131k)-\u015fart\u0131 olarak Erdo\u011fan<\/strong><\/p>\n

A\u015f\u0131r\u0131 sa\u011f\u0131n Br\u00fcksel kar\u015f\u0131tl\u0131\u011f\u0131n\u0131 ve AB\u2019den ayr\u0131lmak istemesini, de\u011ferlerin evrenselli\u011finden bir kopu\u015f olarak g\u00f6rmek gerekir. Bu anlamda a\u015f\u0131r\u0131 sa\u011f, asl\u0131nda \u2018evrensel\u2019 bir mant\u0131kla haz\u0131rlanan Avrupa Anayasas\u0131\u2019na kar\u015f\u0131d\u0131r. De Gaulle\u2019\u00fcn, altm\u0131\u015flar\u0131n sonunda \u0130ngiltere\u2019nin AB\u2019ye giri\u015fine kar\u015f\u0131 dururken hakl\u0131 olarak s\u00f6yledi\u011fi gibi \u2018\u0130ngiltere \u00f6ncelikle Avrupal\u0131 oldu\u011funu g\u00f6stermeliydi\u2019. S\u00fcre\u00e7, De Gaulle\u2019\u00fc hakl\u0131 \u00e7\u0131kard\u0131 ve Avrupa de\u011ferleriyle yap\u0131land\u0131r\u0131lan AB\u2019den \u0130ngiltere, tam da o de\u011ferlerin somut bir \u00e7\u0131kt\u0131s\u0131 olan m\u00fclteci politikalar\u0131 dolay\u0131s\u0131yla ayr\u0131lma a\u015famas\u0131na geldi. Yoksa, Avrupa\u2019n\u0131n \u2018d\u0131\u015flay\u0131c\u0131 birli\u011fi\u2019 anlam\u0131nda k\u00fclt\u00fcrel b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fcn kar\u015f\u0131s\u0131nda yer alan bir a\u015f\u0131r\u0131 sa\u011f bulunmamaktad\u0131r. Dahas\u0131, kestirmeden M\u00fcsl\u00fcmanlar\u0131 d\u0131\u015flama \u00fczerine kurulu yeni Avrupa kimli\u011fi giderek g\u00fc\u00e7lenmekte ve yayg\u0131nla\u015fmaktad\u0131r. Avrupa i\u00e7inde m\u00fclteciler \u00fczerinden ger\u00e7ekle\u015fen d\u0131\u015flama, Avrupa \u00f6tesinde T\u00fcrkiye ve \u00f6zellikle Recep Tayyip Erdo\u011fan \u00fczerinden y\u00fcr\u00fcmektedir.<\/p>\n

A\u015f\u0131r\u0131 sa\u011f\u0131 Avrupa kamuoyunda sempatik k\u0131lan \u00f6nemli hususlardan biri de elit kar\u015f\u0131tl\u0131\u011f\u0131d\u0131r. Fakat kendileri de elit olan bu yap\u0131n\u0131n elit kar\u015f\u0131tl\u0131\u011f\u0131, ilk elden anla\u015f\u0131lmayabilir. Zira elitler aras\u0131ndaki farkl\u0131l\u0131klara bakmak gerekmektedir. Avrupa devletlerinin ikinci genel sava\u015f sonras\u0131 kurucu konseptleri, burjuva-b\u00fcrokrasi birlikteli\u011fine dayanmaktad\u0131r. Birbirlerinin \u00e7\u0131karlar\u0131n\u0131 g\u00f6zeten b\u00fcrokrasi ve burjuva, yeni geli\u015fen t\u00fcccar-e\u015fraf zenginli\u011fine kar\u015f\u0131 da duru\u015f sergilemektedir. Bu ba\u011flamda a\u015f\u0131r\u0131 sa\u011f daha ziyade alt s\u0131n\u0131f burjuvalar ve orta s\u0131n\u0131f b\u00fcrokrasiden olu\u015fsa da elit kar\u015f\u0131tl\u0131\u011f\u0131nda kendini hakl\u0131 g\u00f6rebilmektedir. \u00d6rne\u011fin, m\u00fclteci politikalar\u0131 iki grupsal \u00e7\u0131kar\u0131 farkl\u0131la\u015ft\u0131rmaktad\u0131r: Elitler i\u00e7in m\u00fclteciler, Avrupa kapitalizminin ayakta kalmas\u0131n\u0131 sa\u011flayacakt\u0131r. Sermayenin kap\u0131s\u0131nda bekleyen nitelikli g\u00f6\u00e7menler olmasa kimseyi g\u00f6n\u00fcll\u00fc k\u00f6leli\u011fe raz\u0131 edemeyeceklerini d\u00fc\u015f\u00fcnebilecek kadar anlay\u0131\u015f sahibi olan elitlere kar\u015f\u0131 a\u015f\u0131r\u0131 sa\u011f, Avrupa\u2019y\u0131 m\u00fcltecilerden korumak i\u00e7in duvarlar \u00f6rerken kendi bindi\u011fi dal\u0131 kesmektedir.<\/p>\n

Avrupa\u2019n\u0131n reis krizi<\/strong><\/p>\n

A\u015f\u0131r\u0131 sa\u011f\u0131 sempatikle\u015ftiren di\u011fer husus ise Avrupa\u2019da ya\u015fanan liderlik krizidir. Bug\u00fcn Avrupa merkez parti liderlerinden hi\u00e7biri karizmatik bir niteli\u011fe sahip de\u011fildir. \u00d6zellikle medyan\u0131n farkl\u0131 olana ilgisini de verimli kullanan a\u015f\u0131r\u0131 sa\u011f liderler ise halk\u0131n g\u00f6z\u00fcnde karizma kazanmaktad\u0131r. Karizmay\u0131 besleyen en \u00f6nemli husus ise, Avrupal\u0131 merkez parti liderlerinin, ne ekonomik ne de toplumsal a\u00e7\u0131dan umut yaratabilmeleridir. Toplumsal ve ekonomik krizlerle bo\u011fu\u015fan Avrupa; ABD ya da Uzak Do\u011fu ekonomilerin ba\u015fard\u0131\u011f\u0131n\u0131n tersine bir \u00fcst a\u015famaya da ge\u00e7mekte zorlanmaktad\u0131r. Bu nedenle konvansiyonel sanayi a\u015famas\u0131nda kalan Avrupa\u2019n\u0131n, ba\u015fta T\u00fcrkiye olmak \u00fczere rakipleri \u00e7o\u011falmaktad\u0131r. Bu durum bize, neden M\u0131s\u0131r\u2019\u0131n ya da \u0130ran\u2019\u0131n de\u011fil de T\u00fcrkiye\u2019nin d\u00fc\u015fmanla\u015ft\u0131r\u0131ld\u0131\u011f\u0131n\u0131 a\u00e7\u0131klamaktad\u0131r. G\u00fcvenlik a\u00e7\u0131s\u0131ndan anti-Avrupa olabilen \u0130ran bile ekonomik a\u00e7\u0131dan pazar olman\u0131n d\u0131\u015f\u0131nda bir anlam ta\u015f\u0131mamaktad\u0131r.
